Network Operators, Service Providers, Equipment Suppliers, and Government should work together to identify criteria for developing procedures to handle network elements affected by nuclear attack or nuclear accidents (e.g., shock wave, Electro-magnetic Pulse (EMP), Thermal, Fallout, fiber darkening of phosphorous based fiber cable).
