Network Operators, Service Providers should set Initial Address Messages (IAMs) to congestion priority in accordance with applicable ANSI standards. This will ensure government emergency calls (e.g., 9-1-1, GETS) receive proper priority during national emergency situations. Implementation in all networks should be in accordance with ANSI T1.111.
