Network Operators, Service Providers, Equipment Suppliers and Public Safety should at the time of the abnormal event, coordinate with the appropriate local, state, or federal agencies to facilitate timely access by their personnel to establish, restore or maintain communications, through any governmental security perimeters (e.g., civil disorder, crime scene, disaster area).
