Network Operators, Service Providers and Public Safety should develop policy routing procedures that consider the full capability of NG9-1-1, including the rerouting of calls from other PSAPs as a result of overflow, backup, and disaster situations. Inter-agency agreements should be updated to reflect the updated procedures.
