Network Operators, Service Providers and Public Safety should consider developing options that allow for call delivery from Emergency Notification Services to subscribers with call blocking/screening services in order to assist in the effectiveness of Emergency Notification Systems (Public Safety Mass Calling) and return calls from PSAPs.
